Best way to create a remote without using a pcb?

Hi! I really want to make a universal remote like this one with wifi and ir, but I don't want to have to spend a fortune on ordering a pcb with the components included. I also don't think that I have the skills to assemble it myself + source the components? What do you recommend? I.do have some soldering skills and a 3d printer...
