Generate Review Notes and Generate Summary options present even with no post content

Description

When I trying to create post I notied without any content showing AI options like "Generate Summary" even AI option description is clearly mentioned "This will create a block that is a summary of the content of this post."

This option should show or enable only if post have some content.

Step-by-step reproduction instructions

1. Go to admin area
2. Create a new post
   3 see in right sidebar where you can see "Generate Summary" option

Changing this to an enhancement as those integrations should fail gracefully with an error message that post content is needed. Part of the harder part here for only showing those buttons when content is present is "how much" content is needed before they appear and would it be odd to all of a sudden have those buttons appear as you're adding content (perhaps the buttons aren't enabled and any descriptive text calls out the amount of content needed before the buttons are active)?

We can conditionally enable it once there is some input in the post. It can even just be a single character. I can go ahead with the PR if you say.

I would argue there's not much we gain here from hiding the UI if there's no content but showing it if there's a single character but happy to review a PR if you want to open it. Ideally we tackle this and #391 at the same time

A single character feels too slight, so perhaps something a bit more? A certain amount of characters? Words? Sentences? Blocks?

Yeah and I think this is why we haven't made this change prior to now. Any decision we make around length just seems arbitrary. I'm also not sure on the user experience of something that isn't there and then "magically" appears once content is a certain length.

That said, I'd suggest somewhere around 100 words or so is probably a decent start and we can test it out and see how it feels
