Drag-and-drop inside the Post Template block doesn't always work

Description

As I was testing drag-and-drop with WooCommerce blocks in WordPress 6.9, I noticed dragging and dropping was a bit confusing inside the Query Loop block from Gutenberg and its inner Post Template block.

Step-by-step reproduction instructions

1. Create a post or page and add the Query Loop block, select a layout where the featured image is displayed.
2. Try moving the Featured Image block to the bottom:

3. Now, try moving the Featured Image block between Title and Excerpt. Notice it's not possible.

• I could reproduce it in WordPress 6.9-rc1 and 6.8.3.
• Firefox 144.
