Administrative Plan

PUBLIC COMMENT PERIOD OPEN

DCHA's HCV Administrative Plan (Admin Plan) outlines the policies and procedures to administer the federal Housing Choice Voucher Program (HCVP), including tenant-based vouchers, project-based vouchers, special purpose vouchers and Rental Assistance Demonstration (RAD). The Admin Plan describes key HCVP topics, such as eligibility, waitlist procedures, admissions preferences, the application process, inspections, rent subsidy calculations, reasonable accommodations and recertification.

Admissions & Continued Occupancy Plan (ACOP)

DCHA's Admissions and Continued Occupancy Policy (ACOP) is the principal document describing DCHA's policies on key public housing topics, including eligibility, tenant selection, admissions preferences, waitlist procedures, rent determination, utilities, transfers, occupancy guidelines, and grievance procedures.

Moving to Work (MTW) Plan

Each year, DCHA adopts a Moving To Work (MTW) Annual Plan that describes DCHA's MTW programs and activities planned for the following year. As an MTW agency, DCHA has the flexibility to test and design local programs and policies to better serve the unique needs of our residents and communities.

Three Year Recovery Plan

The Three-Year Recovery Plan: The Roadmap to Restore, Rebuild & Revitalize the DC Housing Authority serves as a framework for DCHA and its staff to ensure a keen focus on DCHA’s fundamental mission to provide quality affordable housing units and manage the placement of vouchers in the private rental market.
