Tested on SameBoy v1.0.3
This issue appears to only occur in SameBoy and VBA. It has not been observed to occur on hardware. The second screenshot captures the flicker effect observed in the second column of Pokémon.
To reproduce use the polishedcrystal-debug-3.2.3.gbc debug rom on the github release page. Navigate through the intro until you arrive at the player's room. Then talk to the radio in the player's room until it teleports you to a town. Press Start, and navigate to Pokedex. Then scroll up/down on this screen.
