Hi @ajlende,
I was replicating this issue and found out that this jump is not only happening on clicking the crop icon but also happens on clicking other toolbar buttons and even on reverting back the changes
Will try to figure out a possible fix if possible 🙇

Thanks for the sharing issue , i have tested it with below configuration and it seems that issue has been resolved and there is no any scroll jump while in crop mode or any toolbar buttons.

WordPress Version : 6.9.4
Gutenberg Version : 22.9.0
Theme : TT5 Theme
