Feature request: implement `BaseProvider`

Summary

Each one of the providers (DynamoDB, AppConfig, SSM, etc.) shares some underlying functionalities. These features should be implemented in a base class from which all these providers can inherit from.

This work includes the following tasks:

• Write provider + types
• Unit tests (100% coverage)

Why is this needed?

To create the foundation for the rest of the customer facing features.
