This should technically be adding new IDE support and fixing some opening of IDEs in some operating systems. I couldn't find any existing issues related to the Open in IDE links not working however, so this wouldn't close any existing issues.

I manually tested all the areas we use 'Open in IDE', plus setting up a new IDE - Debug page, global mode projects page, test and code frame links in reporter. Of course, I'm only testing Mac + VSCode.
