[refine] Implement Server States

Description

As a user, I would like to have all Server States features (that are provided by the API) implemented, so I can use them.
As a user, I would like to have documentation with explanation how to use Server States, so I would be able to quickly understand the implementation.

Unit Tests

• 100% coverage for synchronous code

Acceptance Criteria

• all concrete methods and attributes are implemented, tested and documented
• User Documentation is updated
• Knowledge Base is updated with examples and explanation of Server States (e.g. Diagnsotic Session and Security Access).
