WIP (This PR still doesn't work as intended)

  • Add bound scope to Name node (Closure::bind())
  • Add bound scope to Name node (Closure::bindTo())
  • Support const fetch
  • Support static method call
  • Fix ClassConstantRule
  • Fix StaticMethodCallCheck
  • Fix InstantiationRule
